Buddy Starts Chat

1. MSN communication plugin receives chat start and signals
2. chat list adds uninitialized chat to list and signals about its creation
3. the first client to call the initialization method on the uninitialized chat initializes chat
4. client sets up UI and gets stream
5. chat list fires signal that there are no pending events
6. MSN communication plugin accepts chat
